Act 13:39  and by him every one that believeth is justified from all things, from which ye could not be justified by the law of Moses. ASV

  Everyone who believes. Well... Rocky believed;  Luk_8:13. The Jews believed; Joh_8:30-34. And Simon believed; Act_8:13 Act_8:20-23.  Were these Justified?

It has been rightly said that the 2 sides of the  'Coin of Salvation'  are Faith and Repentance. Faith is on one side; Repentance is on the other.  A coin with faith on one side and nothing on the other is a slug gents! As James says... Faith without Works [Repentance] is dedd...  and dedd faith saves.... altogether kids 1, 2, 3....  NO one! This is the problem with the three above mentioned. They had Faith all right but it was a Dead Faith void of true Biblical Repentance and fruit/works.

Now...  go slowly on this one. It says.. All who believe ~are~ justified... or  everyone who believes ~is~ justified. Present tense. Now question; Is it possible for an Unregenerate person to be Justified?

Weasel answers;
1; Yes because justification took place in eternity. The elect were eternally justified even before they was born. This produces Unregenerate Unbelievers who are Justified which is un-Biblical nonsense.

2; Yes because justification took place at the cross. This must really answer both Yes and No at the same time because if Justification took place at the cross then that would mean that all Before the cross were not Justified while all After the cross were. This produces Regenerate Believers who are Unjustified before the cross
which is more nonsense.

The Correct Biblical answer is No; There is no such thing as an Unregenerate Unbeliever who is Justified. Therefore, when Paul says here that every one that believes is Justified He must of necessity be talking about Regenerate Believers! Otherwise you end up with Unregenerate Believers... which is a Biblical truth [Luk_8:13] but Unregenerate Believers who are ~Justified~ and that's heresy.
